Key Details
If you filed a TCC application before September 26, 2021, you must reapply and verify your identity through ID.me.
Paper filing is only allowed if you have 10 or fewer total returns to file.
If you have more than 10 returns of any one type (Forms 1099, W-2, 1098, etc.), you must e-file instead of paper file.
More companies are turning to third-party e-file providers to meet these new requirements.

IRS Form 1099-SA is used to report distributions from Health Savings Accounts (HSAs), Archer Medical Savings Accounts (MSAs), and Medicare Advantage MSAs (MA MSAs). If you received any distributions (withdrawals) from one of these accounts during the tax year, the institution managing the account (the trustee or custodian) will send you this form to report the details of those transactions.
Who Receives Form 1099-SA
Any individual who has taken a distribution (withdrawal) from one of the accounts mentioned above during the tax year will receive Form 1099-SA. This includes distributions used for medical expenses or other purposes, whether qualified or not.
Who Sends Form 1099-SA
The trustee or custodian (the financial institution or entity managing the account) is responsible for issuing Form 1099-SA to the account holder and to the IRS.
Purpose
Form 1099-SA is used to report the total amount of distributions from the account during the year and to categorize those distributions. It helps determine if the distributions are taxable and whether they were used for qualified medical expenses.
Due Date
The form must be provided to the account holder by January 31 of the following tax year. The trustee or custodian must file the form with the IRS by February 28 if filing by paper, or by March 31 if filing electronically.
