System Authorization Error – SysError – 2 Header-005 Header-006
When electronic filing the 1095-B or 1095-C forms, I have seen this error twice this year:
System Authorization Error – SysError – 2
Header-005 or Header-006
Publication 5165 says:
Verify that the Transmitter Control Code (TCC – included in the ACA Business Correlation ID) is valid, in the “Active” status, and authorized to transmit the Information Returns included in the transmission (Note: If the transmission is rejected with Header-005 or Header-006 (SysError 1 or 2) wait 48 hours, then retransmit.)
This leads to the big question, is the TCC that you used in “Active” status? The data file and manifest file are probably valid and well formed. Log into IRS E-services to check the status of your TCC.

Hi –
I received the Error Code Header-006 and the Error Details says System Authorization Error-SysError2. Our TCC Code is valid and I waited 24 hrs and retransmitted the file and received the same Error Message. Do you have any suggestions on what to do now?

Are you sure the TCC is valid? Log back into IRS E-Services and double check
that the TCC is in good standing. Something might have changed. You need at least
2 people to be associated with that TCC and something might have changed for one of the
people associated with the TCC.
If that doesnt work, we can efile on your behalf using our TCC. We do charge for that
service but its an option.
We already have a TCC Code but when I went in to look at the Application it is telling me the
Application Status is Resubmission Required. I am thinking it is because they tried to add another person as a Responsible Official and Contact person and never completed the process. When I printed out the TCC Information on the form it tells me that out TCC no. as a Transmitter is Active. Do we still need to resubmit the application and are they going to know we already have a TCC code that is active?
