Title I of the Emergency
Economic Stabilization Act of 2008 (12 U.S.C. 5211 et seq.)
is amended by adding after section 139 (as added by section
404 of this title) the following new section:
`SEC. 140. CLARIFICATION OF
AUTHORITY REGARDING COMMERCIAL LOANS.
`The authority of the
Secretary to take any action under this title includes
the authority to establish or support facilities to
support the availability of commercial loans, including
through purchase of asset-backed securities, directly or
through the Board or any Federal reserve bank.'.
