Title I of the Emergency
Economic Stabilization Act of 2008 (12 U.S.C. 5211 et seq.)
is amended by adding after section 137 (as added by section
401 of this title) the following new section:
`SEC. 138. CLARIFICATION OF
AUTHORITY REGARDING COMMERCIAL REAL ESTATE LOANS.
`The authority of the
Secretary to take any action under this title includes
the authority to establish or support facilities to
support the availability of commercial real estate
loans, including loans for multifamily housing,
including through purchase of asset-backed securities,
directly or through the Board of Governors of the
Federal Reserve System or any Federal reserve bank.'.
