Title I of the Emergency
Economic Stabilization Act of 2008 (12 U.S.C. 5211 et seq.)
is amended by adding at the end the following new section:
`SEC. 137. CLARIFICATION OF
AUTHORITY REGARDING CONSUMER LOANS.
`The authority of the
Secretary to take any action under this title includes
the authority to establish or support facilities to
support the availability of consumer loans, including
loans for autos and other vehicles and student loans,
including through purchase of asset-backed securities,
directly or through the Board or any Federal reserve
bank. In determining which classes of consumer loans to
support, the Secretary may consider the applicable
regulatory structure and level of consumer protection
afforded to such loans.'.
