(a) Authority- Section 104 of the Emergency Economic Stabilization Act of 2008 (12 U.S.C. 2514) is amended--

(1) by redesignating subsections (g) and (h) as subsections (h) and (i), respectively; and

(2) by inserting after subsection (f) the following new subsection:

`(g) Review and Decisionmaking- After conducting any review under this section of a policy determination made by the Secretary, the Financial Stability Oversight Board may overturn any such policy determination by a two-thirds vote of all members of such board.'.

(b) Appointment of 3 Additional Members- Section 104(b) of the Emergency Economic Stabilization Act of 2008 (12 U.S.C. 2514(b)) is amended--

(1) by striking `and' at the end of paragraph (4);

(2) by striking the period at the end of paragraph (5) and inserting a semicolon; and

(3) by adding at the end the following new paragraphs:

`(6) the Chairperson of the Board of Directors of the Federal Deposit Insurance Corporation; and

`(7) two members appointed by the President, by and with the consent of the Senate, from among individuals who are not officers or employees of the United States Government.'.
